Springer’s political career began in the 1970s when he served as a campaign adviser to Robert F. Kennedy and later became a successful lawyer. However, it was in the early 1970s that he first dipped his toes into the realm of public service, winning a seat on the Cincinnati City Council in 1971.

Springer’s rise in the political arena continued, and in 1977, he took on the role of the mayor of Cincinnati. In 1974, Springer was embroiled in a scandal when it was discovered that he had paid a prostitute with a personal check.
